Actually it was ONE federal judge that ruled against the policy. The military, in response to Obama's wishes was already conducting a study, the results of which are due soon. When the judge made her ruling, they, backed by the administration appealed, not the ruling, but the timing of the implementation. The judge refused to allow a delay in the implementation, an appeals court granted the stay.
Meanwhile, as soon as the judge made her initial ruling, the military did NOT drag their feet, instead issued instructions to recruiters to adjust their policies accordingly.
