I have worked with programmers having 10-15 years experience, lots of it in Fox, who weren't worth the $40/hour they were getting. On the other hand, I have met 19 yr olds who were worth every penny of $100/hr. In general, it varies widely with location, skillset, experience and terms of contract. On the extremely low side, $25/hr, and on the high side there are fox guys charging 1600$/day. I started my quest asking $50/hr, but am charging more now.

Is it your job that's underpayed or are standards really that low over there? I should imagine the competition would press the prices and, at the same time, wages as well, and there's certainly more competition over there than here.
On the other hand I hope your job is not underpayed, that would be a shame...

When it comes to indipendent conlultants/programmers, the difference isn't worth mentioning, based on what Eric said a bit earlier, although the "extreme low side" is never quite as low as mentioned above; rather about $100/hr
