It really is different from the refresh button. It displays the messages which were there at the time of the last refresh, plus any later messages, and does not refresh the top bar (number of new messages, replies, PMs, tracked messages) nor the left frame. The refresh button on the top brings only unseen messages, i.e. those after the last refresh, and it also refreshes the top and left frames.
So we got a new toy :)
