I would assume the original developer of the project has a license. Anyone that uses that download can do what they want - in this case develop web apps.

And I'm not even sure that matters. All the private web sites that distribute the VFP runtimes with no restrictions kind of make this point moot.

>No, using VFP like they did 15 or 20 years is oldster imo. And no, it doesn't matter even if M$ finds and destroys every copy of every VFP CD/DVD they can find. It will not kill it or even slow new development or ways of using it! Why? Because of the VFP runtimes. I can get a copy of ActiveVFP from CodePlex, write a complete vfp web app using nothing more than notepad and existing code/examples, and host it on the cloud at GoDaddy. And guess what? I never had to spend a dime on the original VFP to do it! And yes, it's legal.
