as you are proficient analyst I would charge more fro the analysing stage
consider that if you didn't program with VFP some of the work will be learning on clients time, so you might want to charge less for the first time
(I don't know what is your knowledge with OO etc.)

also if this will be RAD project that no full analysis will be done (only partial) which may affect your biling scheme as well
