The app I am working on uses the phone's browser so it works just like any web app. The only difference is the UI is formated with rounded buttons and such to make it look like an app. The HTML5 specification includes the ability to save data on the local phone for off line use. I have not experimented with that myself. It seems to me that using a browser still the best way if you have to support multiple devices. Go to this http://jquerymobile.com/ web site to read more.
