WinInet doesn't support SFTP... so that's the end of that story. I don't think it'll ever be added either since WinInet is a no longer updated technology. I think the only piece in the Microsoft stack that does SFTP is the .NET components - none of the native Windows components do last time I checked.
I recently started implementing an update to wwFTP that uses the .NET components and it will include SFTP support in several of my products. SFTP support seems to be a request that comes up a lot, but unfortunately currently I don't have support for that particular tech out of the box :-(.
