I don't see why the cop got an award for this. He sprayed himself with pepper spray and let the suspect steal his cop car - sound more like he should be yelled at by his boss too me. There isn't a great deal of crime in Johnson County, Kansas (it's one of the nicest & richest counties in the whole USA) and there police force is actually pretty darn good - surely there has to more to this story.
