We routinely seize large amounts of cash and a "seizure hearing" follows. The courts rarely give the money back to the petitioner, mainly because it is usually easy to demonstrate they didn't get the money from a legitimate business. Every case I've seen, where the money was returned, it was because the petitioner actually was legitimate.
