Run Procmon and see whats going on, Check for packet retries (Bad Nic or cabling problem)

>On one of our sites(Windows 7) , on a few machines, when the Exe loads first, it can take about 3 to 5 minutes , doing nothing, and then ok. (It normally Takes about 5 seconds to load). When this happens, all other apps seem to hang also. After it loads though, it flies along as normal.
