Putting a limit on how many posts a person can make in any section is probably a bad idea.
Perhaps he could register utchatter.com and just migrate users & the chatter section to a different site all together if it's a problem to just leave it as is. In any event I see issues with doing either - we all know how topics tend to change part way though a thread so I don't see this solving anything.
