I'm just basing it on what I saw in eBay/Paypal forums. They too had troublemakers and regulars driving away newbies with rudeness. They imposed a post limit for people who do not have 10 feedbacks, which of course immediately caught all the nasties using fake IDs. The ration had a great effect until the nasties banded together to sell each other 1c recipes and leave glowing feedback. ;-) What it did show is that policies to limit Joe Average are counter-productive if the intended targets can spoof the regulations and carry on as before. Last I saw, eBay was considering an enhancement but I'd lost interest by then.
Not that I need to worry: I've turned off chatter in my UT profile and have no interest in resuming.
