Nope - this message comes from Outlook and is meant as a security measure to avoid email scripting attacks. I believe there are some third party programs you can get that will circumvent that 'feature' but they'd have to be installed on any client.
If you want to send emails it's best not to automate Outlook but use some other mechanism like direct SMTP messages...'
There are examples/tools here in the libraries or third party tools like West Wind Client Tools (
http://www.west-wind.com/WestwindClientTools.aspx) that allow you to directly send emails without COM automation and Outlook requirements.
