Possibly not what you are looking for. But I believe you could evaluation molebox.

I use molebox and can deliver application that run without any kind of installation. The software is fully embedded in a single executables that includes the vfp executables, VFP dlls, a couple of Windows standard dll that I prefer to incorporate, COM dlls and others.

Once the encapsulation is done, running an application is as simple as invoking the executable. These kind of applications may either be downloaded, preferably as zipped resources of course, or even run from an USB key. Up to now, no problem to run these including in stringent corporate environnements.

May I say I have not used an installer during the recent 12 months. And like i that way. But sure that requires buying an external piece of software and testing your case. This virtualizer may sometimes be quirky in some scenarii.
