Not sure what your point is here. The creation of government bureaucracy does nothing productive for pur economy. It just wastes the taxes paid by the working people in this country. The government cannot create jobs - it can only create work. There is a big difference between the two.
but it seems, again, once you're out of work for longer than 3 days (exaggeration) that they're afraid you can't remember what you did for the last (almost) 20 years.
It depends on what you were during during the time that you were unemployed. If you had used that time to learn new skills, it would not be such a big issue. When my work load was light, I downloaded the free version of the Devforce Framework and began rebuilding our company's website using Silverlight. Now, that can go on a resume with no reference to being unemployed.
However, things are looking up, and I may have a new job soon, so - in the words of my father - "That was last year, this is this year - move on"
