>Well....sort of. It was for sure a terrorist attack, but I don't know if a government was responsible. True a government might of been responsible for allowing the terrorist to exist and did nothing about it, but I'm not sure if it was a government that green-lighted the attack - which in the case of USA/Japan there is no question.

Should we apologize to the Confederate states? To England?
