>>Rick Perry tried that here in Texas - but then backed off because the Religous Fanatics were screaming 'he was making pre-marital sex ok!'. It's been about the only thing he's done in office that I might approve of, if it weren't for the fact that he did it because of the huge kickback he got from the vaccine manufacturers.
Are you sure the opposition wasn't to the usurpation of parental rights? FWIW, condoms don't prevent HPV since it can be spread simply by skin contact. And without being explicit, these days kids do things they don't consider to be sex but that definitely put them at risk. Virginity has little to do with it these days.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us."
-- Shakespeare: Coriolanus, Act 1, scene 1
