The windows scheduler has a reputation of being a bit flaky sometime.
When you have the task-manger up - are you sure you're showing processes from all users?
One option is to remove the item completely from the windows scheduler and re-create it.
Something I've tried to do in recent years is migrate everything from the windows scheduler to the task scheduler in SQL server - seems to work better and is of course more stable.
