For ebay.com, tracert will work up to a certain hop. So, at least you would know that it works up until a certain point.

My guess is that the 66.211.160.88 is just after 12.123..38.141.

Are you obtaining the same last IP on the trace which is successfull? Showing the entire trace wouldn't be useful as we do not have the same starting point.
