Hi Bill,

I called the hosting provider and finally got help from them. They suggested that the IP security was the problem. I went into the Local Security and Policies and changed the Packet Filter to not 'Block All'. Generally, the hosting company does not give help in Server Administration issues as they typically say consult your own Administrator.
