Rerun NT's install from the 3 disk set, and select the Repair option when prompted. It will allow you to selectively repair and replace files without actually performing a complete reinstall.
If you don't have the 3 disk set, you can recreate them on another system by running WINNT.EXE (from Win3.x, Win95 or Win98) or WINNT32.EXE (from NT Server or NT Workstation) with the /ox command line option.
