I wouldn't say it was arrogant. They do LOTS of research into Ux and found most people weren't using it. The did provide a way to turn it on for those who do.

The issue is that Microsoft arrogantly change how the browser UI works from version to version. This aggravates a lot of people. If they think the new way is better, simply make this an option for those who want to change. But forcing everybody and essentially interrupting the work flow is bad; very bad.
