IMHO "business software" is largely commoditized and people are distinguishing more on price than features these days. Sure there will be some people who accept offers that are too good to be true- that was true in the good old days as well- and sure some vendors will try to bid cheap and make their $ with overruns, but commoditization is here to stay.
