Neither dead people nor illegal immigrants steal your elections, it all comes down to alive politicians with legal status using them to steal the elections, and unfortunately a photo ID will not solve the problem in my experience, as in Argentina not only a photo ID is used, but one that even has finger prints on it is used (try that in North America!) and still dead people and illegal immigrants vote thanks to our beloved politicians. Not saying that it shouldn't be required, because I think it should, but I doubt it will fix the issue that stems from the politicians themselves, they will just find another way, like fake IDs :)
