I am not sure how they do it, as in Argentina it is supposed to be the same way, people from all parties should "man" (not sure what is the politically correct term here) the voting stations, but my guess would go to bribes on said officials, after all some parties do not have enough people for all stations and, most importantly, corruption is a national past time :)

In Argentina voting is mandatory, when you vote you get a stamp in your ID "booklet" and if you get caught and you are missing one, you could get fined which if you do not pay will prevent you to make arrangements or procedures for one year before the national agencies, provincial or municipal. No one may be appointed to serve in any public employment until after three (3) years from the date of election. (sorry, I Google-translated the fine part for I'm busy and lazy)
