More teachers will not help without more classrooms. In Utah, we have the highest pupil/teacher ratio in the nation (why Utah was ranked 45th in education this week by CNBC, but #2 economy overall). We have that big of ratio not only because we have lots of kids, but we don't have classroom space for more classes. If we had more teachers, it wouldn't help reduce the ratio.
Also, smaller classes do help, but it has a bigger impact in the primary grades (K-3) than it does in other grades.
