We have that big of ratio not only because we have lots of kids, but we don't have classroom space for more classes. If we had more teachers, it wouldn't help reduce the ratio.

Very true. Personally I don't think any K-3 classrooms should have more than 12 students in them. I made a comment that pointed out the same thing - it's the ratio that is the key.
