Evolution seems to take subway or other strange ways nowadays. I've always imagined plants as growing outside better than inside.
Unless you mean industrial level growing, as a business, with certain yield and profitability level. Then that's not nature, that's industry.
And, cost of water in WA should be about zero, if you just hold some rainwater in reserve. From what I hear, it's completely different from Texas - your cost of water may come from investment i drainage :).
