Check Add/Remove Programs.

It's possible for an update to fail and still require a reboot as multiple updates get rolled into what you get. So, update 1 can work, and flag that an update is needed, then update 2 fail.

I waited about 15 minutes, from my husband laptop (and under his account) posted a message in Windows forums, finally decided to re-start. So, after re-start it again went to the same screen and I was really scared that it will end up with the same problem, but eventually it did come up.
