FOXTOOLS has nothing to do with an API declaration. The error message that you're getting indicates that the system can't find the .DLL providing the API function; the only things I could think of would be to have a non-standard WIndows install in conjunction with an incorrect path statement, sot hat Windows couldn't find the .DLL; this is unlikely, since other applications are able to access common functions.
