Ludicrous. The community can do this FAR BETTER than Microsoft can. Apps that are not operating properly get low ratings, hence more people avoid them.

That's a weak reason. ARM is already powerful enough for most things. Developers can figure out ways to prevent their own apps from bogging down the system too much. It's already being done on every other mobile platform. The developers release future versions which make threading smoother, or the UI better, or whatever.
It should not be forced upon people by the OS. It should be them that controls the machine, not the machine that controls them. People are what's important.
