Can VFP 's EXE file running in windows 3.1?

I heve never suspected that Foxpro Win32s is not for use. Actually I have done many installations and it always works fine. The only thing we have to do is to use Setup Wizard and create installation package checking Win32s option inside the Wizard.
The old FP2.x way of distributing .exe and .esl files only is dead.
