See my BBQ analogy and feel free to substitute car exhaust, perfume, body odor, fireplaces, pollen from fruiting trees and any other "offensive" smell that anyone is bothered by.

Like the rest, smoking is a legal activity, if you don't like it, then pass laws (see anti-smoking laws on beaches, parks or fireplace and debris burn restrictions, etc) but do not presume that all of the outdoors is off limits for one to engage in their chosen legal vice.

For an interesting debate keep an eye on Colorado as they decide where people are going to be allowed to smoke their now legal marijuana.
