Some years back, yes. Today in an environment of severe budgetary constraint, still I would hope so. FWIW some so-called "socialized" schemes actually have ring-fenced accident compensation insurance that would see him paid $ compensation for loss of limbs, plus whatever facilities and care is needed, forever.
