Have you figured out how to do this with 32 bit functions? In Win32
you have to use CreateFile and WriteFile with the right flags
which are not trivial to get right...

I started on that track a long time ago and actually had it almost
working, but I can't find that code anymore. Aargh. Actually have
a need for it to dial a pager.
