We have been successful in registering Cryptor on a 64 bit Windows 7 machine by turning off DEP in the boot.ini, then doing the REGSVR32 xicr50.dll. I think the problem is that I can't turn off DEP to register the DLL in Windows 8. Windows 8 does allow me to turn it off for one file, but that doesn't seem to allow me to register the dll.

I never found a solution. I got back to the client with some questions; he never replied and I let it drop. Guess if he resurfaces, I'll try your approach.
