Any chance you got this resolved? I have the exact same problem except I'm trying to register Cryptor 5.0 on a 64 bit Windows 8 machine. I've tried all of the things you've tried and get the same error message. We have been successful in registering Cryptor on a 64 bit Windows 7 machine by turning off DEP in the boot.ini, then doing the REGSVR32 xicr50.dll. I think the problem is that I can't turn off DEP to register the DLL in Windows 8. Windows 8 does allow me to turn it off for one file, but that doesn't seem to allow me to register the dll.
