The OS includes some very sophisticated way of adapting everything when the resolution changes. Offering such support at the Web site level would be extremely difficult. Yes, the browser offers a zoom functionality. But, in order for advanced application Web sites to be fully supported and react to that requires a lot of work. We tend to rely on the most important things, such as the font, the main content and so on. But, having large fonts in the toolbar, dashboard and the right pane causes some very difficult alignments to control. I do however have to notice that this site offers much more than the average site as far as customized user settings.
