Because, those seems like browser windows and not DIV on top of the actual containers.

In fact, the screenshots I posted were:
1/ MDI application in desktop mode (VFP IDE over Windows)
2/ the same MDI application in Web mode with FIC (Mozilla Firefox over Mac OS)
