Yes, the desktop design was much easier for the look and feel as the only factor was the OS the application was sitting on. Now, it is the OS and the browser, with some many versions, HTML 5 or not, and such. It is a piece of art to succeed in having something close to be exact in all browsers, all versions and all platforms.

It helps as it enforces browser to a set of specific standards, despite some of them still refuse to adapt at 100%, and where known bugs are still present.
