That ability was around with COBOL, FORTRAN.
It sounded great then and was a sine qua non if you wanted to do work for the US Gov't, but I never saw nor heard of it being applied in a single instance. Ever COBOL app I ever saw died on the platform where it was born.
The problem was that H/W manufacturers competed by offering unique features and most developers exploited them.
OOOpss.. I forgot a big one.. we converted over 100K lines of FP Unix to FP for Windows , almost without touching a line of code.
As I recall we had to do some fiddling with the printing, but otherwise it was plug and play.
So, yes cross platform can have some real value.
Anyone who does not go overboard- deserves to.
