I don't know if that's every happened, but I would be REALLY surprised if this is the first time such a thing has happened. As far as 'how could Obama not of anticipated this" - well what difference does that really make? GOP party members of Congress have caused a lot of grief over the past few years; they have refused to go along with almost none of the Democratic proposals and even said repeatedly publicly stated that their sole goal is to "not give Obama anything he wants" - so you know what? It does not matter what Obama wants - because WHATEVER it is, the GOP feels they must go against it out of some stupid sick "principle". GOP can be for something 7 years ago - but now if Obama if for it, suddenly GOP position has changed & now they're against it. You watch the news and these dipshits are all happy that they've shutdown (or slimdown if on foxnews) the fed government. Aside from the obvious failure to uphold their oaths of office, they've also made laughing stock out of whole USA government.
