John, the handling is absolutely an issue of his administration. This is all about who Eric Holder (DOJ head) prosecutes and who he does not. It is about where he gives favorable treatment and where he does not.

There are people who believe that unless the president (Obama, Bush, etc) is caught red-handed with fingers in the cookie jar, it's not about the president. People forget his role as head of the executive branch.
