From my understanding of the process it was a SOP government operation, namely open to bids but not really. Only CGI was accepted for consideration. I think that 4 were submitted. If you have more info I'll be happy to read it.

Didn't happen, because this sort of malicious partisanship is much more recent.

The connections are a little deeper than you imply, namely political donors & marriages. I think history is littered with enough examples of how these relationships develop into or arrive from business relationships for you to get my point.
