Absolutely not true. Imagine trying to hit tiny icons or links with your finger in the desktop UI. It's very, very difficult. With touch, you need big hit points. That's what they've done with Metro.

Emulate Apple? No, in many ways, they one-upped them. And many, many people have said this. You can do your own search and find. Metro has also won lots of design awards. You want more proof on it? Look at the current iOS that many say was influenced by Metro.

They care about all the technical aspects (memory, processing, etc.) but not a care in the world for users. They think that they know better and they know what is good for the rest. Also they try to "emulate" Apple but do it very badly, very badly. When I bought my first apple product (not long ago) the UI was completely different than what I was used to. But Apple design was so intuitive and well thought through that it took me minutes (!!) to get used to. And no frustrating experience.
