>70 seconds for the user is a long time. If the user's machine is very slow that may be the problem. You must test on a machine like the user's. Forget how fast it is on the server. That is not comparing workstation versus workstation. Forget comparing against your dev machine too. Be scientific. Why is the users machine taking 70 seconds? Does it have a slow LAN card? Is it's hard drive full? Does it have virtual disk space?
As he is on C/S, with GB network and minimal data to load, comparing each WS against pure server is not out of line - as his laptop is only 100% slower than pure server compared to 3500% ;-)
More guessing on mangled TCP/IP or network protocol setting myself
