Neither, because "order" has too many meanings and if it's the first word, it takes reading through to the end to understand which meaning applies.

"Audit of order changes" would be my preference. The "of" is, I guess, early enough to dispell the possibility that the reader may take "audit" as a verb. If you line up four nouns and assume that the reader will automatically use each in the same way as you intended (which noun will act as a verb or an adjective, and if the latter, in which order will they apply), you may expect surprises.

English language is a minefield.
