Thank you for your reply, I will notice your suggestions. As far as I can see, DevExpress is an application builder. Sounds like a great idea, but I don't think it's a good starting point. I think I need to get familiar with more basic stuff before considering other tools.

Devexpress has the widest range, so you can build almost any small (# tables) app for any targeted GUI, giving you a working example you created and a blueprint to track differences. As the dichotomy of WPF and Winform does not seem to be exclusive, I think Rick has the better idea of getting a web version first (although I probably dislike browser apps more than him) - you can still build a desktop one later.
