I don't agree with "Devexpress has the widest range". ComponentOne has a wide range of controls for WinForms, WPF, Web, and mobile. Their WinForms controls were recently updated to support touch. Here in the US, Telerik's Kendo web controls are getting a lot of attention. I've also had lots of license issues with DevExpress, which has prompted us to drop them from our projects.

Devexpress has the widest range, so you can build almost any small (# tables) app for any targeted GUI, giving you a working example you created and a blueprint to track differences. As the dichotomy of WPF and Winform does not seem to be exclusive, I think Rick has the better idea of getting a web version first (although I probably dislike browser apps more than him) - you can still build a desktop one later.
