History says the latter and anybody present when rioting begins will confirm that savagery never is far behind once it starts. Ordinary people seeking food for their starving kids wil be overtake by nasties attracted by the excuse for mayhem. Allowing everybody to eat might be less expensive if that's the only motivator.

There is also the security valve of small wars to keep the # of nasties down - which are at least partially needed and beneficial in a war - which has been missing in europe much longer than in the states (after culling a higher percentage during both WWs).
